Call for consultants to undertake the development of a strategic plan on tobacco control

 

The African Tobacco Control Alliance (ATCA) is seeking offers for consultancy services to develop a 3-year Strategic Plan on tobacco control and related issues.

ATCA is a non-profit, non-political and continent-wide tobacco control alliance of civil society organizations whose vision is to promote health by building a tobacco-free Africa. It is engaged in tobacco control policy-related initiatives in line with the WHO-FCTC with national, regional and international partners.

OBJECTIVE
The overall objective of this call is to undertake the development of a 3-year Strategic Plan (2018-2020) aimed at providing ATCA the medium-term strategic directions for the effective implementation of the WHO FCTC.

SPECIFIC TASKS
ATCA requires the successful bidder to carry out the following tasks relating to the development of the Strategic Plan:

- Identify, in consultation with ATCA’s Secretariat and Board of Directors, the core areas of tobacco control to be addressed in the Strategic Plan and which meet the priority needs of the African continent.

- Develop clear and realistic goals in line with the vision and mission of ATCA.

- Develop strategies that are evidence-based and which ATCA and its civil society network could use to consolidate national and regional efforts towards the adoption and implementation of strong tobacco control policies.

- Propose the improvement in infrastructure and capacity needed for ATCA to implement the Strategic Plan.
- Provide monitoring and evaluation indicators to tract progress in the implementation of the Strategic Plan.

DELIVERABLES

a) A draft Strategic Plan submitted by March 31, 2018

b) Final Strategic Plan submitted by April 30, 2018.

PROFILE OF CONSULTANT
In order to be qualified for the assignment, the Consultant must be:

a) Holder of an advanced university degree (Masters level or above) in public health, medicine or related field.

b) Operating in the field of public health, with wide experience and proven expertise in tobacco control and related issues such as non-communicable diseases (NCDs).

c) Fully conversant with the tobacco control context of the African region.

d) Knowledgeable in policy development, design of strategic documents, technical writing, critical review of literature and monitoring and evaluation.

e) Fluent in English.

TIMEFRAME
The consultancy will start on March 1, 2018 and a detailed draft of the Strategic Plan should be submitted by March 31, 2018 for consideration by the Board of Directors of ATCA. The Strategic Plan will be revised based on comments received and completed not later than April 30, 2018.

OTHER CONDITIONS
Bidders should ensure a high level of proficiency while developing the Strategic Plan.

The proposal and all documents relating thereto shall be prepared and submitted in English.

Any proposal received by ATCA after the closing date will be rejected.

ATCA reserves the right to award the contract to a bidder of its choice, based on its assessment of the bids.
ATCA shall not in any way be obliged to reveal, or discuss with any bidder, how a proposal was assessed, or to provide any other information relating to the selection process or to state the reasons for eliminating a bidder.

ATCA does not hire the services of consultants who have been or are directly or indirectly associated with the tobacco industry.
