The full tobacco harm cycle exists in Africa. Tobacco is grown, manufactured, packaged and labelled, heavily marketed and easy to purchase. Tobacco products are also poorly taxed, easily accessed even by the youth, widely used and the by-products poorly disposed. The policies that could contribute to effective TC are either non-existent or where present, are either weak or poorly implemented. Africa therefore urgently needs policies that are FCTC-compliant and civil society can and must play a more robust role in delivering these policies.   • Adopt comprehensive FCTC-compliant laws and policies across Africa.
  • Adopt 100% smoke-free environments in Africa.
  • Adopt at least 50% pictorial health warnings in cigarette packages in all African countries.
  • Adopt both at a country level and regional level, tax policies that are consistent with the FCTC Article 6 guidelines.
  • Integrate Non-Communicable Diseases (NCDs) and tobacco control into development and health agendas, and allocate appropriate funds from the national budget to tobacco control.
  • Promote the NCDs and tobacco control agenda by targeting regional bodies.

  • We support our partners at country and regional levels to adopt tobacco control legislations and policies by:
    • Monitoring the tobacco industry;
    • Conducting research and publishing the findings to support policy change; and
    • Publishing independent information on tobacco use and its impact for governments and decision-makers, researchers, media, concerned citizens and other interested groups.
  • We conduct tobacco taxation campaigns (increasing tobacco tax and policy change).
  • We provide technical assistance to our members and Governments through MoH.
  • We provide leadership programmes on tobacco control.
  • We assist our members on alliance-building and networking.
  • We fund tobacco control projects (legislation, taxation, etc).
  • We do media campaigns.

Amongst others, we have been able to achieve the following:

  • Provision of funding and support for legislation and policy campaigns in 10 sub-Saharan African countries.
  • Training of more than 210 journalists, 150 tobacco control campaigners, 150 Members of Parliament, on the WHO FCTC and tobacco control.
  • Creation of 7 tobacco control networks in seven sub-Saharan African countries.
  • Provision of grants to NGOs, Ministries of Health and regional blocks to implement the FCTC at country and regional level.
  • Support for the drafting of NCDs action plans in 4 countries.
  • Publication of about 500 articles in newspapers.
  • Support of media campaigns in countries like Botswana and Senegal.
  • Support of tax increase in Togo, Benin, and Niger, a tobacco levy in Botswana, etc.
  • Support of the placing of NCDs and tobacco control high on the agenda of policy-makers in the WAEMU region.
