Call for Expression of Interest
I- BACKGROUND AND JUSTIFICATION
An increasing number of non-profit organizations and financial partners have recognized the need for, and have invested in, building their internal capacity to strengthen their organizational effectiveness.
Since its creation in 2008, the African Tobacco Control Alliance (ATCA) is dedicated to promote the health and the wellbeing of the African people, through effective interventions in tobacco control, public health, and sustainable development. With its UN ECOSOC Special Consultative Status, the Observer Status to the WHO FCTC Conference of Parties and Meeting of Parties to the Protocol to eliminate Illicit trade in tobacco products and the status of non-state actor with official relations with the WHO Afro, the Alliance has elevated its standard and has reached a high level of recognition in the sphere of health promotion and tobacco control community. To leverage on the progress made so far, it has developed a new strategic plan for the period of 2024 – 2028 with the following five key priorities areas with a view to expand its investment in tackling alcohol, sugared beverages and unhealthy food as risk factors to non-communicable and preventable diseases:
- Promote the adoption and implementation of FCTC-Compliant policies.
- Mainstreaming ATCA’s Work in other Key Priority Sectors.
- Building Political Capital and Support for Tobacco Control
- Investing in Strategic Partnerships
- Institutional Resilience and Sustainability
Within the framework of this strategic plan, our policy of change indicates that we will work closely with African governments, Pan African institutions, and development partners to achieve this. We will leverage on our mobilization and convening platform to rally the energies towards promoting the health and wellbeing of the people since this is key to achieving sustainable development in the continent.
We will amplify innovations and initiatives from the continent and learn from players beyond the continent. We will support our members working at the national and regional levels and forge synergies to ensure that efforts and initiatives are complementary.
The progress towards the accomplishment of the above-mentioned change, requires adequate leadership capacity to build and maintain an effective board capable of carrying out the strategic plan and meeting its objectives., it is imperative that board members collectively possess a range of skills, knowledge, attributes and experience.
It has been also highlighted that good leadership plays a critical role in the development and maintenance of effective organizations and poor Board performance greatly impacts an organization.
In order to strengthen the capacity of the alliance’s Board of Directors and ensure they are effective as possible, ATCA is seeking a firm or team of consultants to undertake a 2-day capacity building training for its Board members.
II- Objective
The main objective of the assignment is to provide focused, effective capacity building to the Board of Directors of the African Tobacco Control Alliance.
III- Scope of work
The Consultant will implement the following tasks:
- Conduct a capacity need assessment to analyze the governance skills and knowledge of board members and identify areas where additional training may be required
- Prepare a comprehensive list of contents and training agenda, based on the conclusions of the need assessment
- Develop specific training materials, including specific contents in the form of training modules to be incorporated on Board space on the ATCA Hub.
- Develop a quiz to be made available on the Board space on ATCA Hub, to testify the understanding of their roles, responsibilities and limitations.
- Provide resources/materials and useful links
- Facilitate a 2-day capacity building workshop of Board members in Lome – Togo which will cover the following areas, including others identified during the capacity need assessment:
- Key provisions in the ATCA Governance manual
- Governance of a non-profit alliance such as ATCA
- The fiduciary role of the Board
- Corporate governance and the dynamics of modern management
- Resource mobilization
- Sharing of Board best practices
IV- Deliverables and expected results
- Assessment reports complete with outline of comprehensive training concept note and training schedule
- Design of training materials and content of training
- Enhanced capacity of the members to fully fulfill their mission
- Submission of draft training materials for Board online space
- Final report
V- Required expertise and qualifications
- An academic or university background in management of organizations, governance, or other disciplines relevant to the assignment;
- Minimum 5 years of relevant work experience with expertise in working with non-profit organizations
- Demonstrated knowledge and experience in undertaking capacity building for executives of non-profit organizations;
- Ability to communicate fluently, both orally and in writing, in French or English
VI- Duration of the work
The duration of the contract shall be for a maximum of 2 months between 15 October and 15 December 2024
VII- Scope of financial proposal and schedule of payments
- The financial proposed will include an overall lump sum (fees/working day, communication, logistics costs if necessary exclusive of travel and accommodation costs to participate in a 2-day training in an African country to be identified)
- Payments will be made in installments based on the payment schedule.
VIII- Payment schedule
- 20% on signing of the contract
- 40% upon submission on assessment report and detailed training content
- 40% after training and submission of the other deliverables and final report
IX- Application
To apply, interested consultants must submit the following:
- A letter of expression of interest
- An updated Curriculum Vitae of the lead consultant(s)
- A technical offer including a detailed methodology and workplan
- A financial proposal that will not include travel and stay cost in Lome, Togo
